陳闖創說，針對華人社群的無證移民，其中一類是在報到的時候被捕，「近三個月，向ICE不定期報到的人，被抓的例子是多了起來，尤其是當事者中有移民違規的情況，例如沒有定期報到，錯過一次就有可能被抓。」而另一類則是ICE懷疑涉及刑事紀錄、獲得搜查令後上門進行拘捕。
