考核是“指挥棒”和“风向标”，考什么、怎么考，直接影响着党员干部的时间和精力往哪里用。真正的政绩产生在脚踩泥土的调研路上，产生在解决群众急难愁盼的四处奔走中，产生在推动高质量发展的攻坚行动里。它不搞急功近利的“翻烧饼”、劳民伤财的“政绩工程”，而是努力创造经得起实践、人民、历史检验的实绩；不图上级的“注意”，而图群众的“满意”。只有把正确政绩观的导向体现在考核的方方面面，才能引导党员干部把时间和精力用到实处。要不断完善考核评价体系，一方面破除“唯GDP”“唯材料”“唯留痕”的倾向，让“数字政绩”“材料政绩”没有市场；另一方面对那些默默耕耘、夯实基础的“潜功”给予充分肯定和激励，引导党员干部脚踏实地、尊重规律，甘当“铺路石”，追求健康、可持续的发展，决不把时间和精力用在急功近利、急躁冒进的虚功上。
